Municipal Emission Reduction Plans (MERPs) are strategic tools for the sustainable development of cities. Their goal is to record and reduce greenhouse gas emissions at the local level, with an emphasis on engaging the local community.

ISSUE

According to Climate Law 4414/2016 (Official Gazette A 149), municipalities are obligated to draft annual Municipal Emission Reduction Plans (MERPs), integrating European policies on energy transition and climate change.

SOLUTION

The MERP is an action plan aimed at reducing greenhouse gas emissions (e.g., CO₂) within the municipality. It includes measures on energy efficiency in buildings, vehicles, street lighting, municipal facilities, renewable energy sources, sustainable transport, and public awareness campaigns.
